Communications Failing

The galactic civilization has a finite amount of resources and is trying to survive a constant onslaught of attacks. Each player represents a particular colony that can send resources to help when the others are under attack but they can't tell just how much they send. The resources are then used to resolve a challenge BSG style but only the player who's colony is at risk knows the final tally, everyone else just knows pass or fail.
