War of the Fallen Empires

In War of the Fallen Empires, four to five players take the role of factions competing for control of the foreign land of Estella as its collapse begins. They do this by playing cards that represent their attempts to influence that empire’s key Regions in five different ways: Military, Diplomatic, Local, Espionage and Underworld. When played, the cards allow the player to perform special operations, the effect of which can be boosted by expenditure of resources such as political leverage and illicit intelligence. These same cards can instead be played as powerful individuals who provide special actions, but also require a resource expenditure to protect from the player's opponents.
Eventually, a Region becomes too embroiled with conflict and an Upheaval occurs in which the players who have established their influence in the Region utilize their resources to form alliances and make a bid for control. Each Upheaval pushes the Estellan Empire closer to the end of its epoch, at which point the player with the most controlled Regions, or most stable control in case of a tie, becomes the new empire and wins the game.
